Why Sarbottam , or any other wannabe public traded company for that matter, enforce a minimum cap on IPO applications?

When can promoter shares be traded?
A relative of mine had bought some promoter shares of NRN infrastructure and development exactly 10 yrs ago. When veiwed on meroshare their shares show LTP Rs 100 when the ordinary shars prices today is rs 480 smth. Why is that? Feedback would be appreciated. View on r/NepalStock by maii__
