This policy will make micros safer. And dividend will have no impact on your return on investment, it never did. I expect more decline next week but yes get them when they are cheap.

you got it wrong. micro can give dividend more than 15%. they just have to put more money in reserve if they want to. btw, i never got the micro hype. they are actually riskier. most of their loan goes without collateral.
just look at NPL it is off the roof. better to invest in finance.
